Advance Work: Make the chocolate loops 1 week in advance to ensure proper drying time. Mix 1 can of gum paste following package directions; let set 15 minutes and add brown icing color. Add 1 package of chocolate fondant to gum paste and knead together until combined.
Repeat process with second can of gum paste and fondant. Roll out and cut 30 loops measuring 14 x 1 inches; fold in half and let dry on sides. Cut nine streamers 7 x 1 inches; bend, twist and let dry on sides. Cut 15 curly streamers 1/2 x 10 inches; twist, bend and let dry on sides. Make extras of all pieces to allow for breakage; dry for several days.
When completely dry, melt Candy Melts and use tapered spatula to swirl on inside and outside of all loops and streamers. Let dry. Melt additional candy in disposable bag; cut bag tip and pipe beads around outside edges of loops and streamers. Let dry and set aside.
Cake Preparation: Bake and cool 2 layer 8 inch and 12 inch cakes. Prepare for stacked construction. Prepare for fondant by lightly icing with buttercream. Cover cakes with fondant. Use Cake Dividing Set to divide 12 inch cake into twelfths; divide twelfths in half to make a total of 24 divisions. Mark at top and bottom edge.
Roll out one package of chocolate rolled fondant; cut 24 strips measuring 6 x 3/4 inches and attach at division points with water. Roll 24 logs measuring 6 x 1/4 inches and attach to cake side between strips.
Attach malted milk balls at bottom border of 8 inch cake with melted candy. Roll two fondant logs, approximately 16 inches long, and twist together to form a rope. Attach with water as bottom border on 12 inch cake. Attach malted milk balls to sides of cake with melted candy. Add dots of melted candy on logs on cake sides.
At the Reception: Position loops and streamers with melted candy on cake top.
