Make cookies. Prepare and roll out dough. Cut cookies using cupcake cutter from set. Bake and cool cookies. Outline ribbed bottom area with tip 4 and tinted, full-strength icing; flow in with thinned icing.
Decorate cookies using full-strength icing.
Pipe tip 10 swirls for icing tops; blend and shape with spatula.
Immediately position confetti sprinkles.
Pipe tip 12 dot cherry.
Pipe tip 3 dot eyes and nose; pipe and outline smile and immediately attach confetti cheeks.
