Bake and cool cake. Tint 2/3 of icing lemon yellow. Place cake on foil-wrapped cake board. Ice top smooth with yellow butter cream icing. Ice sides with white butter cream.
Place one full white Sugar Sheets paper in the center of cake. Attach with piping gel.
To make gift boxes, use rotary cutter to cut squares, 2½"x2½", from red and bright yellow Sugar Sheets. Cut a 3"x1¾" wide rectangle from blue Sugar Sheets. Cut a 2¼"x2¼" square from green Sugar Sheets. For the box ribbons, cut 3/8" wide strips from each color to fit the length of each gift box. For bow shapes, use craft knife to cut two ¾" long tapered ovals from Sugar Sheets. Brush ribbon pieces with piping gel and cover with matching Cake Sparkles. Attach ribbon pieces to gift boxes. Attach gift boxes to cake top at slight angles.
Cut letters from alphabet Sugar Sheets and attach to cake with piping gel. Attach spring confetti randomly on white rectangle with piping gel. Attach jumbo confetti between white rectangle and edge of cake.
To make ribbon curls, use rotary cutter to cut four strips, ½" wide, along the short side of red Sugar Sheets. Gently curl strips around wooden dowel rod to form ribbon curls. Slide strip off rod. Repeat with yellow and green Sugar Sheets, making four curls each and six curls with blue Sugar Sheets. Using ribbon curls, form a 3¾" long swag that hangs about 1" deep and press into side of cake.
For bottom border ribbon curls, use rotary cutter to cut strips, 5/8" wide, along the long side of bright yellow Sugar Sheets. Twist strips loosely around dowel rod. Make a total of nine border curls. Let dry at least 15 minutes. Place border curls around cake. Trim to fit, if necessary.
