Before working with each Sugar Sheets! color needed, remove plastic backing for portion to be used. Store unused portions in resealable package.
Prepare and roll out dough. Cut cookies using party hat cutter from set. Bake and cool.
Using hat cutter as a guide, cut hat shapes with Rotary Cutter and Bright Blue or Yellow Sugar Sheets! Attach to cookies using Water Brush and Piping Gel.
Using Rotary Cutter, and White or Blue Dots Sugar Sheets!, cut brim shape 3 in. x ¾ in. wide; cut scalloped edge. Attach with Piping Gel.
For blue hat, cut polka dot shapes from Bright Yellow Sugar Sheets! using wide end of tip 12. Attach with Piping Gel.
For yellow hat, cut 1⁄8 in. wide strips in various lengths from Bright Pink Sugar Sheets. Attach diagonally with Piping Gel, trimming as needed.
For each pom pom, cut 2 large and 1 small circles from Bright Yellow or Dark Pink Sugar Sheets! using wide end of tip 2A and tip 12. Using knife, cut triangle shapes on edges. Attach circles, with small on top, with Piping Gel.
Recipe makes 24-30; each serves 1.
