Make cookie dough and cut out cookies. Make one easel for back of each cookie: Cut dough in triangle shapes, 1-inch high x 1-inch wide x 1½-inch diagonal; bake and cool all cookie and easel pieces.
Make color flow icing following package instructions. Tint portions of color flow icing with red, yellow, green and blue. Reserve a portion of color flow icing white. Use tip 3 and full-strength color flow icing to outline cookies in desired colors; use tip 3 and full-strength white color flow icing to outline bands on cookies; let dry. Use tip 3 and thinned down color flow icing to fill in cookies and bands; let dry overnight.
Use tip 3 and full-strength color flow icing to pipe matching dots on white bands. Use tip 3 and full-strength white color flow icing to pipe vertical lines to create ornament tops on cookies.
