Step 1
Cut a strip of ribbon long enough to go around child and to tie a large bow. Make sure there is also enough length for ribbon to hang down. 
Step 2
Measure length from waist to desired length. Cut strips of tulle double this length. (Example, if the length from child’s waist to above the knee is 13", cut 26"-27" strips). 
Step 3
Fold strips in half and lay the center “loop” over ribbon. Pull ends of tulle through the “loop” of the center into a slip knot. 
Step 4
Repeat Step 3 along the ribbon, alternating colors. The number of strips depends on the fullness of tutu desired. 
Step 5
T-Shirt: Cut small square pieces of Duck Tape® and stick to the front of a T-shirt.  
Step 6
Wings: Trace wing pattern to Apple Green stiffened felt.  
Step 7
Cut out and mark wing details with a Sharpie® marker. Use image as a guide. 
Step 8
Headband: Twist Kelly Green chenille stems together to form a ring to fit around head. Use image as a guide.  
Step 9
Bend another chenille stem into a horn shape and twist onto headband.
