Preheat oven to 325°.
Bake cupcakes in desired flavor and papers. Let cool completely.
Ice 3/4 with blue icing. Make swirls to resemble waves.
Ice the other 1/4 with white icing and immediately sprinkle with crushed graham cracker crumbs.
Place sand-like cupcakes in center and surround with blue cupcakes.
Create a palm tree out of pretzels and green spearmint leaf candies.
Create shark and starfish out of fondant.
