Use tip 3 and full-strength white icing to outline ghost; flow in with tip 3 and thinned down white icing. Let set overnight.
Use tip 2 and black full-strength icing to pipe dot eyes and outline mouth; smooth with finger dipped in cornstarch. Attach lollipop stick to back with melted white candy. Let set.
