You're new to the skills necessary to complete this project, or maybe you've tried them just once or twice before.
Step 1
Remove the lid from the jar and disassemble the ring from the lid. 
Step 2
Place the ring of the lid upside-down in the felt and trace the inside of the jar lid’s ring onto felt. Cut this felt circle out and set both the ring and the felt circle aside.
 
OPTIONAL: If you like, you may cut the felt with pinking shears, but you can just use scissors if you prefer.  
Step 3
Select a fabric square and cut out a 5" circle. The circle does not need to be perfect. 
Step 4
Cut a piece of thread about 30” long. Double thread your needle (i.e., thread your needle and pull one end through until it matches the other side in length), then knot the two ends together.  
Step 5
Make a running stitch (stitching up and down into the fabric) all the way around the fabric circle, about ¼” from the edge. Do not knot off your thread. First, place a small handful of fiber filll in the center of the fabric circle, then place the lid from the jelly jar so that it is centered on top of the fiber fill. Place the lid only, not the ring.  
Step 6
Pull on the thread to gather the fabric inward, over the fiber fill and lid. Continue to gather the thread until the fabric has closed over the edges of the lid, and there is only about 1" of the lid left uncovered at its center. As you pull, adjust the gathers and the fiber fill evenly. When the fabric is gathered to your satisfaction, knot the thread and trim the ends away.  
Step 7
Apply hot glue in a circle inside the edge of the felt circle set aside in Step 2 and then carefully press the felt glue side-down onto the center of the inside of the lid, so that it covers the edges of the gathered fabric.  
Step 8
Add a few small sewing notions, such as spools of thread, embroidery floss or a thimble, to the jelly jar. 
Step 9
Place the fabric pincushion on top of the jar, fabric-side up, and then screw on the outter rim of the lid set aside in Step 2. 
Step 10
Finally, add pins and needles to the pincushion on the top of your jar.
