Step 1

Take a large spring clothespin and carefully twist it in opposite directions to dislodge the spring. Remove the spring and discard. Repeat for a total of 24 clothespins.
 
Take the two pieces of each clothespin and glue them together, back to back, on the flat sides, using the hot glue gun. Complete this step for 24 clothespins.

Repeat previous steps with eight mini clothespins. 

Take the largest wood circle and lay on the table. Position the large glued clothespins, as shown, on the attached diagram 1. Glue into place onto the wood circle. 
Step 2
Position the smaller clothespins on top of the larger clothespins. Place a small clothespin between each of the large clothespins (see diagram 2) and glue into place.

Turn the entire snowflake over so the front is facing down towards the working surface. Glue eight clothespins to the back of the wood circle, placing them in between the large clothespins on the front (see diagram 3).

Take one of the ¼" square wood dowels and glue it to the back (see diagram 4a). Cut two more of the ¼" square wood dowels in half using a wire cutter. Glue the halves to the back of the snowflake, following the diagram. Let the glue cool and turn the snowflake back over so the back side is facing down toward the working surface.

Glue the remaining eight clothespins to the ends of the square dowels. (See diagram 4b.)

Punch out a 1" circle using the 1" circle punch from the red glitter cardstock. Hot glue it to the front, center of the snowflake. Flip it back over so the front is facing down toward the working surface. 
Step 3
Paint one of the larger square wood dowels Forest Green (to blend with the Christmas tree). Let dry.

Hot glue the green painted dowel to the back of the snowflake on one of the dowels. (See diagram 5.)

Insert the green stick portion of the tree topper down into the top of the tree. Wire onto the top of the tree to hold in place.
