With your size L crochet hook and four strands of yarn, ch 175 and turn.

Row 1: Sk the first two ch, and hdc once into the 3rd ch from your hook. Continue to hdc in each ch until you reach the end of the row. Ch 2 and turn.
Row 2: Sk the 1st st, and hdc into the back loop of the 2nd st. Hdc in each st in the row, continuing to work in the back loop. When you reach the end of the row, ch 4 and turn.
Row 3: Sk the 1st st and trc into the back loop of the 2nd st. Trc in each st in the row, continuing to work in the back loop. When you reach the end of the row, ch 2 and turn.
Row 4: Sk the 1st st, and hdc into the back loop of the 2nd st. Hdc in each st in the row, continuing to work in the back loop. When you reach the end of the row, ch 5 and turn.
Row 5: Sk the 1st two sts, and trc into the back loop of the 3rd st. *(Ch 1, sk the next st, and trc into the back loop of the following st.) Rep from * until you reach the end of the row. Ch 2 and turn.
Row 6: Sk the 1st st and hdc into the space left by the ch in the previous row. Hdc into the 3rd st. *(Hdc into the space left by the previous row’s ch, then hdc into the next st.) Rep from *, alternating hdc into a space, then a stitch, until you’ve reached the end of the row.
Row 7: Rep Row 2.
Row 8: Rep Row 3.
Row 9: Rep Row 4.
Row 10: Rep Row 5.
Row 11: Rep Row 6.
Rows 12-31: Continue to rep Rows 2-6 as above.
Row 32: Rep Row 2.
Row 33: Rep Row 3.
Row 34: Rep Row 4.
Row 35: Sk the 1st st, and hdc into the back loop of the 2nd st. Hdc in each st in the row, continuing to work in the back loop. Knot off your yarn, trim and weave in the tails.

Fringe:
To make each section of fringe, wrap one strand of yarn around the cardboard ten times. Cut the yarn from the skein, then snip the loop open. Use a lark’s head knot to attach this section to the last st in Row 35. Continue to make sections of fringe and attach them every 3-4 sts in Row 35. When fringe has been added all across the bottom edge of the wrap, trim to make even.
